GPO Director Names Chief Human Capital Officer


WASHINGTON —The U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern has named Elizabeth (Beth) Shearer as the Agency’s Chief Human Capital Officer. As Chief Human Capital Officer, Shearer will plan and implement the human resources systems and oversee the policies and procedures that guide GPO’s innovative human resources operation — policies designed specifically to strike a balance of honoring the culture and values of GPO’s rich history while positioning the Agency to meet the evolving human capital demands of the future. Shearer has served as Acting Chief Human Capital Officer since November 2023.

“Beth started in GPO’s human capital office right out of college, gained experience in various human capital roles over the last two decades, and worked her way to her role today as Chief Human Capital Officer – she is a GPO success story,” said GPO Director Hugh Nathanial Halpern. “Federal human capital policies are hard, and I know that Beth will lead her team to create a great personnel experience both for our GPO teammates and those looking to join our award-winning Agency. On behalf of the entire Agency, I congratulate Beth on this well-deserved promotion.”

Shearer began her career at GPO as part of GPO’s Outstanding Scholars Program, a precursor to today’s Recent Graduate Program. For more than two decades she gained experience in Human Capital roles, including hiring, employee relations, benefits, policy, and more. Beth held human capital positions at the Office of Personnel Management (OPM), the Department of Veterans Affairs, the Department of Treasury, and the Department of the Army before returning to GPO in 2022 to serve as Human Capital Manager (Position Management, Compensation & Benefits Division) and Acting Employee Relations Supervisor.

Shearer graduated from the University of Maryland, Baltimore County with a bachelor’s degree in psychology and a certificate in personnel/industrial relations.
